This is pretty much the opposite goal of almost all RPGs. At their heart, the main character is a hero, or a the very least, specially chosen to bear a burden and become a hero. That right there takes the character right out of "normal person" territory.
You want to play a "normal person,"...
I have my bow & axe on there, but they are also on my # keys (I have them bound to 2 & 3). Healing (also KB bound). Torch (I should bind this). Flesh. Fireball. Some other things I thought were useful at the time, but never got around to taking them off.
On the race front, I think there should be race-specific quest lines with a reward for only that race. A quest line big and difficult, but with an epic reward. However, it’s only open to that race. And other races can’t stumble upon the reward in any way.
Cool. I just wanted to make sure that if there were 24 shouts x 3 words (72) that I would be capped at knowing, like, only 60.

As for irritating, dragons.
Always popping up when I'm pressed for time.
"Okay. Gotta get to bed. I'll just bring this book back to the guy. [name of town] is right over there. plops! Another dragon. Who won't land. And I can't even fast travel to get away. And if I run tot he town...
The Falmer archers always seem to crush me.
The bow has base damage of 20 and arrows 7. Yet like 3 hits and I'm down to 1/3 health!
It would take my 50 hits to kill some of these guys with plopsty stats like that.
