you have to be wearing the crown when you activate both stones, and after you've "filled" it with the older effect, you have to wear the crown to have the effect applied to your character

you forget that all TES games start out being a nobody prisoner with some divine prophecy or stroke of luck... also, Dragon shouts were skyrim's thing. Oblivion had oblivion gates/sigil stones. also the storyline has to follow a prophecy in an elder scroll. and, all the elder scrolls games move...
