I can take it off and put it back on, so far. (You kind of have to when you become a werewolf) but I also switched rings for a time and when I put it back on, I still could become a Werewolf.

I just became a Vampire with Dawnguard and I was a Werewolf beforehand. Naturally, I had to purge my Werewolf blood to be a Vampire. I accepted that loss. However, I forgot I had my Ring of Hircine equipped. I decided to try it, just to see what would happen.
It WORKED.
I did not expect it...

It's just there as an obligatory Daedric Artifact. If you kill ten people who trust you, it starts having a 30-point health absorption that adds on to it's 13 base damage (When at full power) so it becomes pretty powerful
