Dual wielding is about all I'd change. Gives you a reason to use short guns.
I'd make the mood more similar to fallout 3 than NV, give it more of that pulp-50's feel again.
And as always I'd leave in a few bug and exploits to keep things interesting.
I've been playing Fallout 3 since it came out and just last night I maxed out my first character(Not literally my FIRST character). That's max level, all SPECIAL stats at 10, and all skills at 100. It's a very good feeling.
I never buy weapons, hell I rarely buy ANYTHING. You can find good enough weapons anyway. I hear a lot of people saying they never take the lockpick perks but I do sometimes go so far as to get unbreakable lockpicks, I just wish it wasn't so far up the tree.
When playing a melee fighter I always take either all the barbarian or all the Armsman ranks, then more often than not the perks necessary for decapitation but none other than that.
