    Well, I know to get every perk you have to get to level 252, which is 139 Legendary resets distributed how you choose (I'm 8 in 14 skills and 9 in three skills).     Awesome. Also if you have the fire/frost /shock perks in the Destro tree (ie Augmented Flames) they apply to the equivalent weapon enchants. But the perks above those do not apply.

    True, still very stoppable, but I use Heavy Armor and with not having to watch my magicka bar it lets me concentrate on my health and movements to stay alive.

    Yeah, it's true. My gear has two magic trees that equal out to 100% reduction so every spell costs 0 magicka. Also, this means you can save the perk points you'd spend from novice/expert/master/etc. spells because they don't do anything when you're already at 0, extra perks points are nice :)

    No, being a Dunmer isn't any different for Vampirism. I can see why you think it should though. But yes, if you grab Dawnguard you can be a stage four Vampire Lord and people will still make comments on your appearance but nobody will attack you.

    Well if you have the Dawnguard expansion then stage four is no longer KoS. And as for their appearances, I'd say they are similar in the way that they both look evil, but Dunmer are generally dark skinned and Vampires are pale.
