It may be that your journal entry is not being shown, so your quest marker is not being shown. The only way you may be able to fix it is to continue on the quest. Read previous parts of the quest or use the linked page for a direct guide to what to do.
You do have the drain life spell in human form, and it is found under the destruction section of your spells. The bite power attack has only happened to me once and it was when I went to hit a human with a melee attack from behind, in vampire lord form.

I have run into this problem in the quest also, and i have found that my problem is that i was sneaking. So, just kill your target without sneaking, and that should work.
Just save before you attempt to pickpocket the item. You must then try to steal the item, and if you are unsuccessful just reload over and over until you DO successfully steal the item. I would also recommend not drinking the potion if it reduces the chance to steal the item.
If you have a save before you chose the side, then yes you can get the achievement. I had this problem too and the only thing i could do to fix it was to make a new character.

You could keep it in a reliable chest until you have the magicka to summon him. If you cannot summon him without the skull, just simply retrieve it from the chest and summon Arvak then.
Yet, when you blot out the sun with the arrows, all of the hostile vampiric enemies come out into the world also. Such as death hounds, vampires, and gargoyles.
