Well, for Ralof, maybe he picked one up in the tower. The other Stormcloaks probably looted the armory or Imperials that the dragon killed.

You mean at the beginning of the game, the escaped Stormcloaks (Ralof and co)? Good question actually

Well, for Ralof, maybe he picked one up in the tower. The other Stormcloaks probably looted the armory or Imperials that the dragon killed.

But the imps use their own swords ( before the dragon attacks)

Surely Arcadia has some potions for that... Lets see now, Vampire Dust, Butterfly Wings, some Fire Salts... Yep, Skyrim Laxatives. More Powerful than FUS RO DAH!!!
