It's better not to quote from a lore article at all and simply use it to find the primary source. In this case it's referring to Sybille Stentor's dialogues and it's speculating a broader case than is supported by them. She states only that if Torygg had refused Uflric's challenge it would have allowed Ulfric to call for a meeting of the Moot. It does nothing to support the broader notion that there are other reasons that allow a Jarl to call for a meeting of the Moot.
