Except Ulfric hates the Empire with a passion, ever since the death of his father while he was in prison after the Markarth Incident. Ulfric wants nothing to do with the Empire, besides turning over Skyrim to him would make the Empire worse. Over half the population don't want him as their King, his political supporters are also quite bad.

Leaving a province in the hands of an oppressive dictatorship that in a whole brings racial segregation, xenophobia, slavery and still a banning of another religion is happening.

Ulfric isn't the type to accept an Empire's blessing, he knew what he was doing when he killed the High King even though High King Torygg greatly respected Ulfric and would more than likely have gone independent had Ulfric merely asked him. Skyrim could have left the Empire peacefully, but Ulfric started a war. Those aren't the signs of a man you can reason with, Ulfric wanted a war, he wanted songs and a good story.

Ulfric can't even maintain his own city in a decent state, or even properly manage his resources which noted in game Windhelm's stockpiles are all gone. Why would anyone in their right mind think he can properly manage an entire province, he uses Galmar as his enforcer to keep the Jarls in line to make sure they follow orders.
