    The capital of Skyrim, Solitude, was now the seat of the High Lord of the Divine Consortium; Tiberius Acheron. He sat on the throne that once held the proudest heroes of the Nords as he listened to a room full of advisors and tacticians all yelling over one another. He simply held up one hand and the room grew still. He sat up and spoke quietly, "It is obvious the Nords are harder to break than the other races we have dealt with in our divine quest until now. They are a proud race but their hubris will be their downfall. Already their will is eroding. But we must end this foolish conflict now!"

    "This isn't a rebellion! This is a farce! They are not organized and they have no real support." He stood up, his ornate silver and gold armor catching the light as well as the crown on his forehead. He walked down the steps to the center of the room so he stood in the center of his most trusted lieutenants. "You think with my massive army, my infallible tactics, and of course my Divine Arbiters they would understand the futility of their actions. This holy mission cannot be stopped by the evil of mortal-kind!"

    "I will not stomach this heresy any longer! This wasteland of a nation will suffer for their sins! Curfews will now be in effect! We will increase our military and religious presence throughout the land! Rivers of blood cannot bring peace, but it will bring obedience and that will suffice...for now. Now go! Let us quell this foolishness!" He raised an armored hand and the room erupted into cheers. In his mind, this fight was already over and the rest of Nirn would soon bend or break.

    OOC: Every city in Skyrim has been subjugated and now houses a military barracks within, along with an army camp usually surrounding the city or at least the gate. The bulk of the Divine Consortium are known as the Converts; soldiers converted from the homelands of the occupied nations. They are equipped with bronze arms and armor. They are the recruits of the Divine Army. Above them are the Blooded, warriors who have served for much longer and have undergone a secret ritual called the Purge. They believe firmly in divine mission set forth before them and are primarily composed of Bretons. Then there are the Zealots; fanatical soldiers that attack as men possessed and are unquestioningly loyal. They follow orders without hesitation. The Divine Army is led by General Gaarm; the Blade Lord.

    Acheron has also banned all conventional worship and executed any 'heretics,' which he defined as all of the priests not part of the Shaed; the religious order of the Divine Consortium. He ordered the torching of all the temples and put in place his own places of worship. The Shaed priests are the secret police of the Consortium. Powerful mages that watch for rebels and signs of heresy among the cities. The Shaed are led by the mysterious Xwei, a mage of unparalleled skill in arts lost long ago to all others.

    But the High Lord's most frightening and powerful force are the Divine Arbiters. Warriors of unknown origins that never speak, whose golden armor is fused to their likewise golden bodies. They cannot be killed by any weapons or magic of Nirn. They never speak, never sleep, and never eat. And never die. These 'holy' warriors are the main reason Acheron has yet to be beaten and his conquest slowed. If you see them on a battlefield the only solution for survival is to run. Beware the Arbiters of the High Lord!
