Breton women in general are by far the best in my opinion. However in the game I would have to say Serana. Though its a tad unfair since its obvious Bethesda made her look the most beautiful in the game. I actually find her to be one of the ugliest when she's a Vampire. That's not to say she's unpretty, but if I had to chose between human and vampire Serana, human is better to me because she has the prettiest eyes in the game. I've got a weakness for beautiful eyes.
