[Riften Guard]

I'm not sure if someone has already figured this out (probably) but, if you pay for training from a trainer and have the shout ice form, you can get it for free. Basically, you buy the training, shout ice form on them, then pickpocket them as soon as they start getting up. Even if it says 0% chance, you will still be successful. It works quickest if you only have one word of the shout. I advise trying this method without others around to hit. I have only tried this technique on the mage trainers in the college, and I'm not sure if it works under the watchful eyes of the guards.

I think Paralyze does the same trick, but like you said the problem would probably occur around guards.

OOoo this is a good idea as my training is starting to get expensive, eek!!!
