what is the best way to kill the dragons when all by yourself? and your only on level 6

Hide behind rocks. Hit them with arrows. This is seriously the easiest way.

When at such a low level and you encounter a dragon, just run to a nearby bandit camp or village. Also (depending on your build) keep a follower around to help dish out the damage.

Hide and hit him with arrows to get him to land, then attack with two-handed weapon/one-handed weapon/magic..whichever is your best skill... Or if you're close to a city, run there as fast as you can and get the citizens to help out. Or avoid dragons at all cost until you're a higher level.

can you change characters without restarting the whole game? im an imperial at the moment but i dont know something missing about him

no u would have to begin a new game

yea hide hide hide, but make sure your hiding near an open area for the dragon to land and learn how to make changes fast in between strikes

Destruction magic with stagger is the bane of dragons, IMO. Steadfast/greater ward and come back with dual firebolts/balls/incinerate/ice spike/spear/ lightning bolt/chain/thunderbolt.
