About the level cap

Does it change if you change your difficulty?
Because I still need some perks in the game that I havn't got yet.

You cannot get every perk in the game unfortunately. 88 is the max as once there all of you skills are 100.

correction- the max lvl is 81 and 1/2

Im all the way up to like 72 but having a hard time leveling some of my magic. Destruction is a bitch to level up
