Why isn't there anyone at the northwatch keep?

i went there and saved that one guy (whatever his name is lol). i went there again and there's no one there. why is that?

I'm guessing it's because you killed all the Thalmor lol.

UESP says Northwatch is a non-respawning dungeon, so yeah, it will be empty for the rest of your Skyrim life.
