Who should have been in Sovngarde?

Yes, but all he wants is to go to Sovngarde. You'd think that Tall Papa and Shor would have granted him that. I feel he earned it.

But a member here beat him before finishing the main quest, and confirmed that the EW was not in Sovngarde.
I imagine that's just a matter of the main quest being created before the EW was. Wasn't he part of an update or DLC?

Ebony Warrior was with Dragon born. He was designed to be the literal last thing you do. The "true final boss."

Maybe your character from oblivion. Obviously you wouldn't see the face but it be interesting. They should be able to talk to you but no voice as you didn't have one.

Your character from Oblivion does show up, technically. If you played through The Shivering Isles. Just not in Sovngarde.

Shor is the king of the pantheon of Nordic gods, much higher in the hierarchy than Talos. He's the one called Lorkhan in the Imperial religion. Tsun, the bridge keeper, is actually one of the nine divines, he is Zenithar. The god of justice : he is the judge for whether or not you are worthy of entering the hall of Shor.

So there's really no reason why we couldn't meet Talos in Sovngard imo.
