Yes, it is. I believe this npc character is the friend of "stone fist", the man who "goes through the grey quarter letting those grey skins know what he thinks of them". But yeah, I think this guy is a vet storm cloak because he's a regular in windhelm. If i'm not mistaken the next one or two time you run into him he mentions "sense that sword to the chest, I have a hard time breathing. Don't have a hard time drinking!" I may be wrong. But i do remember that guy in wind helm saying the sword to the chest comment

The beggar, OK, thanks, it may be why I haven't had it again, I've been trying all the guards.

Angrenor Once-Honored is the beggar who says the line about the sword in the chest. He's also a marriage candidate (and sorta fugly, which is why I'm modifying him).
