PS3 Thane of Falkreath help!

I go up to the Jarl of Falkreath and he offers no dialog of becoming Thane and I have already helped three people in the hold. Do I wait for a letter or what? I sided with the Imperials in the Civil War. Does that make a difference? Any way to force the Dialog?

Were you in the Dark Brotherhood and carried out a contract that involved killing Helvard? Doing that changes the jarl's disposition towards you and makes you unable to become thane.

Could be a bug, have you waited in front of him? Sometimes that can jolt options with them as well, for example, during the Thieves Guild quest I was escorting Mercer to the dungeon where you meet Karliah, he wouldn't approach the door, just sat there with one dialogue option and that was it. I tried resetting, I tried attacking, nothing, so I waited an hour and then sure enough, he finally approached the door to unlock it.
