Something I just realized looking through UESP:
The orthodox Tiber Septim story says he came from Atmora, late in the 2nd era. But lore says the last arrival from Atmora came early in the first era. Expeditions in the mid-3rd era say the land was uninhabitable, which would be about 2 hundred years after Tiber would've left, so I don't know if the climate could shift that drastically in that amount of time. This makes him being born in high rock seem much more likely to me, especially after what the Old H'roldan ghost says. Maybe the story of him being born in Atmora was a politcal move so he'd be more accepted in Skyrim than if he were from High Rock.
