Shouts??? Need help

I found this Instant freeze shout on a quest and i want to use it. I can't because I need a dragon soul. So I kill a dragon and still I can't use it. How do I concentrate the soul to unlock the shout I want??? I have the full shout of the first one you get and the whirlwind shout.

Make sure you have selected the right shout in the list, then press 'R' (PC) to unlock it, not just click it!

Just open shouts and look at the bottom of the screen. It will show what you need to press to unlock a shout and how much dragon souls you have left.
