How does the ruling of Peryite (pestilence) differ from the ruling of Namira (disease, repulsion)?
Are they pretty much the same? Are there subtle differences?

Yes Molag Bal created the first vampire, but they don't really have any particular loyalty to a Daedric or Aedric god.

also in answer to your question about the two originally mentioned in your post. Pestilence and disease are not basically the same thing, though they can be associated with each other. Pestilence(pests) is insects bugs locust...etc. Such as a swarm of locust destroying the towns crops would be brought about by pestilence, or a swarm of mosquittos would be pestilence but could spread disease if infected or bit infected persons/animals.
