It could also mean you have some sort of active effect that's inhibiting your skills. I found that I had a disease that decreased my skill in lockpicking and speech. A potion to cure disease should do the trick. As for vampirism, I'm not too sure. You could always check out your active effects under the magic list.

yea it was vampiriism... lol I went to a temple and was able to cure it

I released a bunch of captive vampires during a quest but pretty sure none tried a cheeky bite. I guess I must actually have fought too many rats in dirty sewers and never thought to check something called, Active Effects, until I joined SrF.
