when i try to sit down at the peace council, nobody moves, or says anything. the marker is on the chair. when i try to talk to anyone they all say things like, what are we waiting for. is there a fix for this, as i cannot progress.
Happened to me. Just reload the save upon entering High Hrothgar. One of the Imperials sometimes fails to enter the room properly and prevents the dialogue from starting.
