NPC collateral damage

Is anyone else seeing NPC's just getting slaughtered in Vamp raids in cities? Alas, poor Tobjorn! Balimund got killed by one of those "Travelers" who turns out to be a vamp. A vamp shows up in town with a couple of thralls, next thing you know every NPC in their fine cloths is hacking away at it with daggers and completely blocking my line of fire.

The day dawnguard came out, I was in Riften when a "traveler" attacked. Ever since, there's been an ash pile where the Kahjit jewelry merchant once stood. Poor cat was turned into his own litter box...

I've learned to fast travel to the stables instead of the cities themselves, then save my game, then enter the city. That way if an NPC dies I just re-load my save and try again until the only deaths are the vamps and their thralls.
