Non-Upgradable Dragonscale?

I just got my smithing to 100, made my dragonscale armor.

I have the extra mats, went to the table to make it legendary/exquisite, whatever but I keep getting the message that I don't have that skill yet?

WTH? What skill would I possibly be missing? It clearly says on the dragon armor icon in my perk menu that I can.

Is this yet another game glitch? If so, I'm really getting sick of playing a game that has this many screw-ups by the designers.

Thanks for any answers and possible solutions. I'd even be willing to cheat at this point if it's a Bethesda issue. Why should my upgraded glass armor have more armor value than dragon now?

What you may need to do is use some potions or enchanted equipment to increase your smithing level even futher.

This is insane.

I logged off the game, and when I logged back on, the problem disappeared.

Weird stuff man.
