First of all, welcome to the forum! Don't be afraid to post more, or to simply PM(private message) people for help, because we don't bite! (Atleast I don't 
)
But to answer your question, I'll list the the pros and cons about making skills legendary. I'll also write some info/tips for making them legendary and getting it a lil bit faster.
Pros:
- Go over the level cap of 82 and a half.
- Get your perk points back
- Make the game a bit harder (Could be a con too, depends on what you like)
Cons:
- You loose your level 100
- All the perks you had have been returned to perk points, so if you reset a combat skill, it'll be much harder to defeat enemies
