Ok, I've roamed all over Skyrim. I keep bumping into this guy. Sometimes in the strangest of places. I've never attacked him since he doesn't get hostile when I'm a stage four vampire or a transformed werewolf.

I found this info on him.

I suspect he's a way for the games creators to offer comment on the game. They should update his dialog as they create patches.

M'aiq knows much, tells some. M'aiq knows many things others do not. I do not wish to fight on horseback. It is a good way to ruin a perfectly good horse... which is, to say, a perfectly good dinner. Werewolves? Where? Wolves? Men that are wolves? Many wolves. Everywhere. Many men. That is enough for M'aiq. Werebears? Where? Bears? Men that are bears?

M'aiq is just there to tell you about the stuff that was or wasn't added, it's Bethsoft's way of mocking their whiny fans without offending them too much.

.... I wish I ran into him more often. I think in all my hundreds of hours in Skyrim, I've seen him twice. I try not to fast travel as much as possible too.

If you never fast traveled you would usually find him in the non snowy parts of skyrim

I've seen him in all nine holds. If I didn't know better I would swear he has clones. Wait, I don't really know any better....hmmm.... o_O

All I seem to see are Imperial/Stormcloak/Thalmor patrols... and that noble on the horse being escorted. The occasional farmer heading off to Solitude, as well as the Farmer and his Wife that lost everything from the dragon attack.

One time I saw M'aiq was outside of Whiterun, near the Meadery, not sure on the other time.

actually it wasn't that he was a clone but he was actually stalking you. :D

It's funny, in over 400 hours of gameplay, I have never seen this npc. Either that or I just walked past him never bothering to talk. I rarely fast travel (only home, and between the capital cities) so I figure I would've bumped into him at least once.
