Leveling question from a newbie

If I am one skill level increase from my character reaching the next level, and I increase a skill level that is already very high(e.g 80+), instead of leveling a skill that is low (e.g -20). Will that mean that somewhere down the line I will fall short of experience to reach the next level for my character? Or will it balance it self out in the end?

I phrased my question as best I could. Sorry for any confusion.

All xp you do not need for advancing to the next level will be counted toward your advancing to the next level up.

Thank you this puts me at ease. I found myself increasing skills I never used just to finish off the level for my character.
