Is she or is she not the most powerful warrior in the Legion (excluding a possible addition). She is second in command and one of only three females that I can remember actually being in the Legion.

Yeah she is second in command. It seems, to me anyway, that Bethesda made a mistake with the Imperial Legion since none of their guards/soldiers can be spawned as female while Stormclock guards/soldiers can. It's not like the legion won't/can't employ women so it seems like a big oversight. Also, some named female NPCs, like Brina Merilis, mention being in the legion. It's just weird.

Legate Rikke may be the most powerful named pure Warrior type character who becomes available as a long-term Dead Thrall during the game.
Capped at level 30 , she has extremely high health and superior combat skills while wearing at least 3 pieces of Heavy Armor.
She has a permanent corpse(Xbox) IF you kill her during the Stormcloak Civil War quest (Battle for Solitude) AFTER you have completed the Main quest line.
