Why would the Aedra (that are supposed to be good and kind), offer weapons of mass destruction, knowing that mortals would just kill each other with them? Not even their amulets offer that much power.
The Aedra are not suppose to be dipicted as "good and kind." Some believe that the Aedra are not much different than their "evil" counterparts. The defining difference is that they gave their power to created The mortal plane, and are actually trapped in our world.
It can be argued that they actually do not care much for mortals unless they are worshipping them (which may actually give them sustenance, like food almost)or when Daedra attempt to dethrone them (which might even "kill" them because they can't feed off of mortal worship).
When you think about it, the Aedra are actually WEAKER than the Daedra. They cannot leave Mundus, not can they manifest themselves like other Daedra (Akatosh was only able to "manifest" with the combined power of the Amulet of Kings and Martin's soul. Even then, he only barely held back Dagon). That said, this may also explain why they cannot create many artifacts. This takes an amount of power and energy that they probably just can't waste on us.
In fact the Aeedra CAN be quite ruthless (or at least as much as their dismal power will let them). Take for instance Lorkhan. They ruthlessly ripped the deity's heart out and cast it aside when they discovered that they could not leave. Akatosh gifted mortals the power of Shouting to combat the Dragon Cult that were challenging their worship. The Amulet of kings was created to keep their bretheren from overrunning Nirn so they wouldn't (again) challenge their worship.
Aedric/Daedric artifacts are only created to help spread the influence of their respective creators. It's all a battle over who will dominate us. The truth is that, whether Aedra or Daedra, they are all out for their own selfish gain (I mean, who doesn't want to rule the entire races of men and mer?)
Honestly, I prefer Aedra. At least they don't have the power to make us slaves and can only hope that enough of us worship them.
