Those graphics are pretty intense. You're most likely going to need a very powerful CPU and GPU if you're looking to play Skyrim like that with a high amount of FPS.

What's your budget and we can work from there?

You're going to need a lot of power, that might be more than enough, 750w could probably hold you well but it's always good to have a bit extra.

And of course if your case doesn't have a HDD or CD ROM, you'll have to buy them seperate. All of this might go over your budget by a little bit, but if you actually bought all of this you'd have one beast of a machine. Would run whatever you throw at it with amazing FPS. :)

If your system gets any overheating problems, consider buying more fans and/or eventually liquid cooling if you are confident enough to set it up. You can also buy cases which are designed for smooth airflow.
