You can install it off a disc you can purchase but you have to have internet access to verify the game and to download all the patches.
In general you have to update the game through Steam online. If you want to play the game without an online connection after you verify and patch it, you can set your Steam t to enable it to be played offline.
I'm not sure but you can try. A lot of DRM software programs can detect changes in hardware configuration and uses that detection to require reverification if there are significant changes in the hardware.
