If you join the Dark Brotherhood and do the main quests, a few of them will result in the deaths of Penitus Oculatus agents and you can loot the armor off of their dead bodies.

You may also get penitus oculatus armor in Dragon Bridge, to the southwest of Solitude, in the penitus oculatus outpost. You have to kill the penitus oculatus agent to get it though, unless you have maxed out your pickpocketing skill and bought the appropriate perks.

I think the only way to get Gen. Tullius's armor is to join the Stormcloak rebellion, and kill him at the end of that quest-line.

The thing to keep in mind is that Penitus Oculatus armor is Light Armor, while General Tulius' armor is Heavy.

You have to join the Stormcloaks to get Tullius armor.
