Ice Form Shout Bug

So I was just near Whiterun running to a giant camp when I got ambushed by bandits; so I shouted Ice Form at them It hit them both but they didn't freeze. So I killed them with my 87 Damage 15 Chaos Damage Enchantment (LEGENDARY) Scimitar. But once they fell on the ground, they froze solid. Is this like a shout lag thing? Because this happened twice (shouted at a guard in Windhelm). I NEEDS HELPS

Never had that problem mate. I would save the game and use it against your follower to find out if it is working properly and then reload the game again. If not, then I guess it is glitched. I hope it does work for you.
