more like when in the story line do i get this shout?

Well, I found my first shout in the barrows near riverwood. Talk to Camilla and her brother in town to get the quest.

Just follow the main quest line and you'll be able to unlock a shout then use it - it's not that far in.

To get additional shouts, you must activate the shouts either by talking to the Grey Beards or finding them during other quests. You must have also collected dragon souls by killing a dragon.
