I used the tried tested oblivion method. One shied, one healing spell, one mud crab. That's all you need.

A better way of doing this is to go to one of the nine holds get a bounty there then let the guards and the Town attack you while blocking and healing

went to the Giant camp outside of whiterun, took 3 minutes and went from Level 97 to 100 block.
