Hold Guards

Any ideas as to why the Windhelm guards constantly say "Wait.... I know you..."? Is there something behind this?

Also, any idea why Whiterun guards attacked me for no reason upon returning to Whiterun? I fast traveled nearby and came upon a watch tower (to the north) where they just started flinging arrows at me. I defended myself, and got a bounty. I thought they were bandits, since it was dark and couldn't see them at first. Why would they attack in the first place? (I didn't do anything previously that would have made them angry)

If they give you that "Wait... I know you..." line, it's a good indicator that you have a bounty in that particular hold. If you initiate conversation with them, if I remember correctly, you can deny their accusation or something (only experienced this once, avoided them after that), but I think they still attempt an arrest.

I interact with them whenever they say it and nothing happens. They just walk away, no attempts to arrest me or other dialog are made. I was arrested previously, but paid off the bounty. Maybe it just glitched and now that's all they say to me.

Yeah, that might be it. I never pay off my bounties or serve jail time, so I'm not sure about the bugginess of it all.

yeah, usually if they say that you've got a bounty. When they start openly attacking you that's a good indicator that you have a high bounty. Check you general stats under crime.

Another though if they're attacking you, maybe you're a vampire and don't know it?

Otherwise it might be a glitch like the Forsworn Conspiracy one in Markarth

Well the hold where I am being attacked is a completely different one. One is Whiterun the other Windhelm... According to my stats under Crime I have an Eastmarch bounty, and The Reach bounty... but I am not aware of them and I dont get arrested? hmm

Eastmarch is the area around Windhelm.
The Reach is the area around Markarth.

Try going there and getting arrested.

I do all the time lol... I am back in forth in Whiterun a lot, and I interact with the guards in Windhelm when they say that to me too. Or do you mean, do something bad and get arrested again?

yeah, break out your weapon, whack 'em on the arm and put it away. They should then try to arrest you.

in the reach though, you might have the glitch from the forsorn consipiracy quests and they never stop trying to arrest you, but then don't. I usually just run past them.
