Help Upgrading

I have a dwarven sword that is exquisite and I am trying to upgrade it further. I have the dwarven perk, and I have all of the necessary items that I need to upgrade, but it says that I still lack the skill required to upgrade. What am I doing wrong?

Is it enchanted? You may need the arcane perk to upgrade it if it is enchanted.

No it is not enchanted

What's your Smithing skill? It needs to be 57 to improve the sword to Flawless quality.
