this perk makes armour weigh nothing and doesnt slow me down so...

1) if it weighs nothing does that mean it makes no noise?
2) I dont notice a difference running with or without armour. So what exactly am I getting from this perk for not slowing me down. I did a little experiment where I ran from one end of the castle to the next. Not very exact as I was just counting out loud but didnt notice a difference in speed

I don't think it has to do with speed per say, but stamina, I think if you remove part of the armor, and sprint you'll see your stamina dropping. Then put all the armor on and repeat, it shouldn't use as much stamina

The weight of Heavy Armor can also slow down your attack time while in battle. This is usually when its weight is most noticeable, particularly on characters not yet well-suited for heavy armor.

if the armour weighs nothing does it make any noise? Am I as effective at sneaking as a naked character?

Honestly, I'm not sure. But I would think that being weightless does not necessarily equal being noiseless. I think it would indicate a stealth bonus or something if it were noiseless.

I have this perk on my High Elf, and I didn't notice any additional benefit to my stealth.

when you get the armor perk to weigh nothing it means you use less stamina when you sprint. so taking off your armor and sprinting to see how far you can run before you run out of stamina. and then putting on your armor and doing the samething you should end up at the sameplace you started before you run out of stamina. and you can do more power attacks before running out of stamina as well. itll still make noise.
