I found this near the Whiterun gates about 10 mins after I killed some cultists. I was truly stunned and a little disturbed. They never did this my first few playthroughs. Perverts!

I've played 500+ hours of Skyrim, but I learn something new everyday.
Since I just started a new character, I'm going to see if the same thing happens.

I wondered if maybe this was something the patch added. The NPCs used to gasp at the sight of the bodies but never knelt to check or touch them. Creepy.

Happened with me ages ago when I dragged the executed corpse through Solitude and left it in the streets outside the Winking Skeever. Seems the more the crowded the place, the more attention the dead bodies get. Either drag them to a more discreet place like a back street or bushes, or use a reanimation spell and lead them off somewhere, I don't think villagers bother with dust piles.

Happens to me quite a bit, I've always seen it as them checking to see if they're dead or just way too much mead.
(Never seen them do it at the same time though...)
