I was planning on taking all the needed perks in alchemy/smithing/enchanting to get the best out of my gear, (im aware of the exploits but dont want to use it) and went with argonian so i wont be getting the 25% as a breton. Playing on master difficulty atm and finding the spell casters quite hard to deal with(mostly shock because its hard to dodge) Thanks for the help tho, wasn't sure if the magic resist enchant is affected only by Enchanter of if the fire/shock/ice stacked more on it, i wasn't planning on taking those 3 and seems i wont have to. Will just do my quest and enchant the rest as i feel its needed
Altered my build slightly based on the above info, so im thinking something in these lines

Agreed ! Those lightning casters are total bitches to a high level Dragonborn especially if you`ve got Dawnguard DLC.
The boss vampires use shock/frost attacks at range to weaken you before closing in with Life Drain and a weapon. Very difficult to deal with this since their Health is heavily buffed and if you`re playing Master setting it takes a long time to kill them with your damage output halved.
Nowadays when I think I might meet up with a Volkihar (or Talos Forbid a Nightmaster or Nightlord!) , I go to the shield rack and dust off Spellbreaker although I would normally use left hand for spells.
Getting that 50 point reduction in magic damage off the top is very handy when the incoming attack has been doubled in strength.
Added benefit is that it is an excellent item for Deadly Bash because of it`s extremely high base armor rating
If you`re good at Block , Spellbreaker and Elemental Protection perk can do much the same as the other methods listed (-50 pts and 50% resist to the remainder). Combine with Agent of Mara and/or Lord Stone if you want some passive protection and you could use remaining enchantment slots/perks to boost something else or gain a unique ability.
example- approaching master setting foe with shield raised , you are struck with unperked Chain Lightning (40 x 2 = 80 total dmg to health , 40 to Magicka).
Spellbreaker reduces this to 30/15 , then Elemental Protection cuts dmg to 15/7.5.
that translates to @80% Magic Resist if you are blocking when attacked and only costs one perk
If you`re going to be skilled in Alchemy , try making a potion with Fly Amanita , Hawk Beak , and Snowberries for a great brew that will help you resist all elemental magic attacks for a short time
