Doubtful, because then they'd be all over the place and in all of the Dwemer ruins. Yeah I'm pretty sure they didn't turn into Rieklings.

Dwemer were not short, they were actually normal-sized, it was just a misconception made from an encounter with giants, so they were called dwarves. For the beards, well, pretty much every race has bearded people.
