Hello there, is this topic still going?
As a fan of the story of the Elder Scrolls i would like to help with the more overall story.
I know a lot about Sithis, Anuiel, the daedric lords and the elder scrolls themselves.
I would like to help by giving quest ideas and writing books for the mod, books that would add onto the story and explain certain things, as i have played the past Elder Scrolls games the names of writers and sources mentioned will be from the games themselves.
The thing i hate in mods is poor atmosphere, i think the sanctuaries should be big but cozy.
Things written in yellow are to help you comprehend the idea, they are just examples and quest ideas as well as other ideas.
Also, Diego's post mentions altering of the main quest and how the FR's sactuary is the last.
Well, i have a theory how we can explain that, if this project is still going, i will write a whole book which will give you even more ideas for quests.
By "book" i mean about 5 pages of a book in-game for the players to read, and understand why we heard nothing of the sanctuaries inserted in this mod during the campaign.
I think the Sithis incarnate thing is not such a good idea as Sithis is not actually a person, Sithis is the void where people murdered by the Dark Brotherhood go after death, it is the place that contains all worlds of oblivion and the mundus.
Ill try to explain it off my lore-knowledge:
There was once SITHIS, playing with his toys in a sandbox.
Then, a few jealous kids (the 8 divines (i said 8 because Talos wasn't promoted just yet )) said "Why is this sandbox all his!? Lets make a castle in it", and so they created the worlds of Oblivion.
Then Sithis said "Fools! This is my sandbox! My demon Lorkhan will get rid of you!" and so sithis created Lorkhan. (Yes, without the sandbox metaphor, this is ALL lore-based).
But Lorkhan, like any stupid kid, decided to make others do his job and made the Mundus (the mortal world) to get rid of the Oblivion worlds.
Later, it turned out that instead of destroying the Oblivion realms, the people of Mundus started to co-exist with everything that was formed by the kids within the sandbox, so they took the Aedra as the 8 gods (later 9).
Because it all was so enormous and powerful it went out of control, Sithis had small influence so he decided to contact mortals and formed the Dark Brotherhood.
Instead of the Sithis Incarnate i suggest making a second night mother, and then during a campaign you choose either you wish to serve the new one appointed by Sithis, or help the current one prove her loyalty to Sithis once again by destroying her potential succesor and gaining back her position.
I understand this might be a bit complicated, but if you confirm i can help you with the books, i will make everything simple to understand and in the common language of the people of skyrim, i will also use dates and historical people to make it more believable.

As when it comes to the upgrades of the thing, i suggest making an opportunity cost, meaning that if you buy something, you cannot buy something else.
Example: If you buy the Mage room, you cannot buy the Alchemy room.
It will allow you to specialise sanctuaries i.e. Whiterun = Magic Specialised, Solitude = Stealth specialised, so in Whiterun you will have more mage murderers and in Solitude more thiefs and stereotypical assassins.
Aldo every sanctuary will have a bit of everything, i suggest specialising them in something.
So the sanctuaries may co-exist.
Example:
Agor-Ai, the master of the Shadowscales from the Skyrim branch of the organisation decided to identify the strange magic dagger he found in the ruins of Brassildor, so you are given a quest to go to the mage Sanctuary and ask the lore-master, Nargos Krex (The brother of Festus Krex, killed at the falkreath sanctuary) to identify it.
Special sanctuaries may have special features.
Example:
The Whiterun sanctuary has a portal to the mythical 'Library of Ages', where the doomsday books* are contained.
A doomsday book is a book that contains all your life written in it, in the Library we may have doomsday books of all assassins that served sithis, all their victims and their techniques, also the covenant they signed with sithis at their first murder.
Another quest idea! An old nord assassin wants you to steal his Doomsday book from the Library of Ages because he doesn't wish to go to the void, instead, he wants to spend his eternity in Sovngarde, so you are told to find his book and burn it in a holy fire that you can find in... the tomb of Adamus Philida, people who played oblivion will know that Philida was the Commander of Imperial forces that fought against the Dark Brotherhood, he was killed in the day of his retirement by the player during the campaign in oblivion.
I understand Adamus Philida was from Cyrodill, but we can say he had nordic roots and he wanted a nordic burial in the fatherland, so his relatives brought him here.
That means you will have to create an area called as his tomb

I have noticed that the Dark Brotherhood armours emphasise (prob spelled wrong
) stealth gameplay, i suggest making armour that will help spellcasters.
Example:
Armour of the Planeswalker:
- Gloves: Fortify Illusion 15%, Fortify Magicka Regen 30%
- Robe (hooded): Fortify Conjuration and Destruction 20%, Fortify magicka 50.
- Boots: Fortify Stamina 50,Fortify Resistance to Shock/Fire/Frost 15%.
The robe will look like the necromancer robes except the fact instead of the skull it will have the logo of the Black Hand.
TBH, i dont even have skyrim myself, i dont play on my own PC.
Soon, ill just buy skyrim off steam and then ill try to find my way around the workshop and maybe ill be able to assist you.

Voice acting is a HUGE one, a mod without voice is crap, ever played Mannimarco Resurrection in Oblivion? It lacked the spirit because it didnt have sound.
Im a part of the Rawcritics community, i will try to encourage them to record them saying certain stuff to assist in the mod.
Another point is co-existing with other campaigns and their progress.
Example: If you became the Arch-Mage of the college of winterhold, you will have to do different quests to obtain information from the lore-master, you will also be treated with more respect by the mage-assassins.
