Cicero - Where is he?

Hi, I have read many posts regarding Cicero.

I know hes supposed to be stuck outside Loreuis Farm with broken wheel. I never helped him on that quest.
I joined Dark Brotherhood and for whatever reason at time i decided to kill the brotherhood, before Cicero was there. Now when I look for him outside the farm hes not there.
Does this mean Ive much up the black door at Dawnstar quest now ? or is there a way i can still gain entry?

Cicero is only there before you join the brotherhood.
