Changing your appearance

Anybody found the character in the ratawat thats supposed to let you change your appearance? Ive been wandering around there and cant find em anywhere!

Found her. Shes in the ragged flaggom ghalifa-something or other. Fyi

Here is a thread where others have discovered a bit about it, but apparently there is an appearance (not gender or race) stylist in the Ratways in Dawnguard.
