Can I Get A Cape?

were can i find a cape without a mod. I have heard they are in the game

Without mods, you'll only get a cape if the armor has it. Off the top of my head, I think the only things with capes are the Alik'r clothes and some of the vampire armors in Dawnguard.
Otherwise- mods.

Also, Nightingale Armor, Stormcloak Officer's Armor, and Ulfric's Clothes have capes/cloaks.
