Good question. Yes, I do. My Breezehome doesn't even give me the action indicator to activate the weapons rack (which I think will show despite having no weapon equipped).
I think there is a bug, which is furthered by the following: My good friend and roommate's character on the same console (we have a 360) can activate his weapon racks in Breezehome. I cannot. I reloaded my save before the Windhelm purchases and (instead of buying the full furnishings/decorations in one lump) bought a single room, did a quest, then came back and bought the rest of the home. After that, the weapon racks suddenly worked in Hjerim. They still do not work in my Breezehome. I did not buy my Breezehome furnishings all at once, as I did in Hjerim, since I didn't have the money at the time. So, at least in my game, lump buying did not instigate this bug in Breezehome.

I had this problem also on the PS3 with the Breezehome house. Through experimentation I learned that as long as i didn't buy the LOFT or ALCHEMY LAB improvements then my racks and plaques worked perfectly. For unknow reasons on my system and game, if i purchase those improvements I am unable to use any plaques or the weapons rack. I truely hope this helps someone!

I don't know what to say. I just bought the Breezewood Home and the weapon rack works fine. I'm on a PC with all the patches and a few mods. Nothing that affects the weapon rack.
EDIT: as a habit I usually wait until I can buy all the furnishings at the same time. so, I don't know if it is a matter of not getting everything at once or not. It's possible that if you don't get the kitchen/living room decorations that it might not activate later when you get them. Especially if you go in the house between purchases. Then that would be a bug
Only weapon i found that didn't work right was the weapon I got when I bacame Thane. It was an axe of some sort, can't remember and I'm at work. When I went to put it on the rack it turned sideways and blocked the other slot. so I put it on the plaque at the top of the stairs. It mounted almost correctly. Instead of laying flat on the wall it's in the rack with the blade pointing out. Hmm I should try another axe and see if it happens to that one too.
