What is the best race to becaome a full out mage?

For 100% pure mages I would pick High Elf because you have +50 Magicka which includes an initial bonuses:

+10 Illusion
+5 Alteration, Conjuration, Destruction, Enchanting, Restoration
Additional Spell: Fury

For your powers: Highborn Regenerate magicka 25x faster for 60 seconds, once per day

Depending if you're using a PC to play Skyrim you can install a mod to which gives you unlimited race usages

Dunmer get a mention too. They excel at Destruction and also get +es at alteration, alchemy and illusion.

High Elves are the best at all magic. Pure mages and such.
Dark Elves are the best at Destruction magic. Spellswords and Nightblades.
Bretons are the best at Conjuration Magic. Battlemages and Spellswords.

Dark Elves are also the best if you project to play a mage Vampire.

Their 50% fire resistance covers level 2 vampirism weakness.
