Not a big deal, but just a minor rant:

I thought at least in concept, that there needed to be a surviving witness for a crime to result in a bounty. I don't have much experience with this as I've played my first character to lvl 36 as an "honest" type for the most part. (My next character will likely be an assassin or thief...or both) I don't break into homes, I don't steal anything, and I don't attack non-hostiles except for a few cases with extenuating circumstances:

1) When I first started the game, I basically slaughtered Riverwood. I came upon a locked door to a house and picked the lock. The woman asked me to leave her house, which I did. I didn't steal anything and dind't think it was a big deal. However, a minute later Faendal comes running up and attacks me outside. I had no idea who he was or why he was attacking me, but I defend myself and kill him. Suddenly everyone I come across is attacking me. Again, I kill them in self defense. Pretty much every citizen except those in the Inn and the trading post meets this fate, maybe 10 people or so. It seemed like an awful over-reaction to a picked lock I have to say. I figured the town was crazy and went on my way. I resolved to be more careful in my explorations and respect people's homes to avoid any such misunderstanding in the future. I had a 1,000 gold bounty, but it was gone by the time I left the town. I am guessing it was because all witnesses were dead perhaps? I actually arrived in Whiterun with a 40 gold bounty. Not sure how that works - did someone run ahead to inform the authorities I picked a lock, but left out the part about killing 10 people?

2) I mistook a simple hunter in the woods for a bandit from a distance and snuck up and killed him with a bow. I hadn't saved in about an hour, so didn't feel like reloading. I felt badly, but I figured it was an honest mistake and no one was around so no bounty resulted.

3) I transformed into a werewolf, killed those 2 annoying Ailk'r guys near the gate in Whiterun, and ran off onto the plains to avoid detection when I transformed back. Sorry, this was out of line with how I've played my character, but I just hated those guys. Again, no bounty.

4) I always free Stormcloak prisoners and kill the 3 Imperial guards escorting him. To my knowledge this is not a crime and doesn't show up in my crime statistics. I am a Stormcloak and they are my enemy.

Anyway, back to my main point. I came across some Thalmor escorting a Stormcloak prisoner out in the middle of nowhere. No one else around. As with the Imperials, I opt to free him and kill the Thalmor. I get a message that a bounty of 40 gold has been added in Haafingar. This makes no sense whatsoever. There are no witnesses. Did one of them call back to the embassy on his cell phone in the middle of the fight? And why 40 gold? Wouldn't killing them constitute a bigger bounty? I didn't steal anything or pick any locks.

Like I said, not a big deal. I know small bounties are easily manageable. It's just an annoying inconsistency.

I noticed the 40 gold bounty happening as well even after the main crime's bounty is gone. Thankfully once you've became a Thane for the Hold in question you can usually persuade the guards to look the other way.

Next time, don't kill Faendal if you want to level your archery to 50. Get him as a follower, train with him, take your money back by trading with him.

That is how my destroy mage did his assassination jobs for Dark Brotherhood:
1. Locate the target
2. Wait until nobody is near him/her
3. Throw two or three dual-handed fireball at him/her
4. Throw 1000 to the guard and walkaway like nothing happened.......

Yeah, I do that with all the Companions for 1H, Heavy Armor, Block and Archery training. Aela can take you to 75 in Archery. At the time, I had no idea who this guy was or why he was attacking me, so I just fought back.

I'm sure it works well, lol. I just feel like if no one actually sees you, especially out in the wilderness somewhere, there should be no bounty or annoyance in having to pay someone off. I am pretty sure I read in either the manual or a review on the game, that this was indeed supposed to be the case.

Yeah, I do that with all the Companions for 1H, Heavy Armor, Block and Archery training. Aela can take you to 75 in Archery. At the time, I had no idea who this guy was or why he was attacking me, so I just fought back.

After Aeli, go to Angi's Camp in Falkreath Hold to get another 7 points (or thereabouts) doing her contest (and make sure you have 2 points in Steady Hand) to slow her counting.

I killed everyone in Riverwood before and I still got a bounty even though everyone was dead.

It wasn't until I killed a chicken that it finally said "last witness killed".

Those chickens man.... They are secretly evil and will conquer Skyrim.

That's damn funny. I cannot honestly say whether there were any chickens lurking in the bushes when I killed those Thalmor in the wilderness. I will keep an eye out from now on.

I just had to rant about this. I'm in the middle of nowhere. Not a soul for miles around. Not even any farm animals to tattle on me. My Bow of Souls needs topped off and here comes a couple Vigilants of Stendarr. Surely no one will miss them! So *pop* down one goes. I defeat the other one and I see the Last Witness Killed message. I continue on my merry way. Shortly afterward off in the distance, a group of Imperials suddenly turn hostile! I defeat them and continue on my merry way. My next encounter goes the same way. I check my General Stats and there is indeed no bounty on me. I return to the hold to sell off my loot and the guards swarm me! WTF? Why is there even a Last Witness Killed message if I'm still treated like this took place in the middle of Whiterun with a crowd of onlookers gawking at me?

More seriously, the crime system seems buggy, and i think there is nothing to understand. It's just a device (random or buggy or both) used by the game and isn't even meant to be "realistic".
Sometimes you can sheathe your weapon and they'll leave you alone, sometimes they want to fight to death over 5 gold.

Just kill anyone who stands in your way, or run away, that is the essence of the game.

To answer the issue on Thalmor bounties...
Thalmor are hated by everybody in Skyrim (not just the Stormcloaks), so much so that killing them will get you a far lower bounty than killing anybody else would.
The other Thalmor won't be pleased with you though.
