Actually there were going to make an Arena in Windhelm but it was left out. One guy/girl found the files in the game and you can get the Arena as a mod.

I would love it if they added one. I always enjoyed the arena in Oblivion. Maybe have a kind of "underground" arena? Enter it through a building that appears to be abandoned then go down a hidden cellar.
